Prabowo Presses for Speedy Deliberation of Asset Seizure Bill, Says Justice Minister

Main Takeaways

● President Prabowo has instructed that the Asset Seizure Bill be discussed and finalized swiftly, regardless of which institution initiates it.
● The government has submitted its draft bill to parliament and awaits Prolegnas evaluation before proceeding.
● DPR Deputy Speaker Adies Kadir confirmed the bill will be deliberated after the Criminal Procedure Code revision is passed.
● The bill is part of a broader legal reform agenda aimed at enabling non-conviction-based confiscation of criminal assets.

JAKARTA, investortrust.id — President Prabowo Subianto wants lawmakers to prioritize discussions on the long-delayed Asset Seizure Bill, Minister of Justice Supratman Andi Agtas said on Friday, underscoring the administration’s push to strengthen Indonesia’s legal framework against corruption and illicit wealth.

Speaking after Eid al-Adha prayers at the Istiqlal Mosque in Jakarta, Supratman confirmed that the bill remains a government initiative, awaiting further deliberation in the House of Representatives (DPR) once the legislative body concludes its current recess.

“Whether it's initiated by parliament or by the government, what matters to the President—and to me—is that it gets passed,” Supratman told reporters.

The proposed law would allow the state to confiscate assets linked to criminal activities, even in the absence of a conviction, a legal concept known internationally as non-conviction-based asset forfeiture. It has long been deemed crucial in Indonesia’s fight against corruption, but has faced years of delays due to political resistance and legal complexities.

Supratman said President Prabowo has proactively engaged with party leaders to ensure the bill gets on the legislative agenda soon. “The President has taken several steps to move this forward, including communicating directly with political party chairmen,” he said.

The government has already submitted its draft of the Asset Seizure Bill to the DPR, Supratman added. Now it is up to parliament to decide whether to proceed with the government’s version or initiate its own. “If DPR prefers our draft, we are ready to push that one through,” he said.

Meanwhile, DPR Deputy Speaker Adies Kadir said the bill is set to be discussed as soon as the revision to the Criminal Procedure Code (KUHAP) is completed. The KUHAP revision is still under discussion in Commission III of the DPR and is considered essential for supporting the provisions in both the Asset Seizure Bill and the Police Law revision.

“Once KUHAP is done, we’ll move fast on the Asset Seizure Bill,” Adies said, denying any intentional delay. “There has been no deadlock—just no concrete action yet.”

Adies, a senior lawmaker from the Golkar Party, said the delay was procedural, not political, and that the revision of KUHAP would create the necessary legal foundation for the bill.
