CLEO to Invest Rp 200 Billion in Three New Bottled Water Plants Across Indonesia

JAKARTA, Investortrust.id — PT Sariguna Primatirta Tbk (CLEO), the bottled water company controlled by Indonesian tycoon Hermanto Tanoko, is ramping up expansion efforts with a Rp 200 billion ($12.4 million) investment to build three new factories this year.
The budget will support the construction of three air minum dalam kemasan (AMDK), or bottled water, plants. CLEO’s 2025 capital expenditure (capex) totals around Rp 500 billion ($31 million), according to Chief Operating Officer Nio Eko Susilo.
“We have allocated over Rp 200 billion for the construction of three factories. Total capex for the year is around Rp 500 billion,” Eko told Investortrust.id during an online public expose on Monday, May 26, 2025.
The new facilities will be located in Palu, Central Sulawesi; Pontianak, West Kalimantan; and Pekanbaru, Riau. The company expects the plants to begin operations within 2025.
“The location selection is based on promising growth potential and strategic value,” Eko said. “We always ensure strong synergy between operations and sales, identifying growth opportunities and improving supply chain efficiency.”
With the addition of these three plants, CLEO’s total factory count will rise to 35 by the end of 2025 — making it the largest bottled water manufacturing network in Indonesia, according to the company.
Eko added that CLEO is targeting to increase its total production capacity to 5.8 billion liters in 2025. Utilization rate across its factories is projected to reach 50–55%, translating to an estimated 3 billion liters produced during the year.
